These days I have been notified of the first investigations concerning the TARSU (Local municipal solid waste). They say it is almost two notices of assessment, for a total, including penalties and interest, which is close to two million euro.

First citizens must know that the investigation is not carried out by municipal offices, but by an external company, which crossed the data with those of the land shall verify the declarations. The company earns a percentage of the contractor charged, which means it has every interest to ensure as much as possible Tarsu allegedly evaded, with the goal of maximizing its revenues. Le planimetrie catastali rappresentano le unità immobiliari in rapporto 1:200, non essendo quotate, comporta una serie di imprecisioni: in fase di redazione delle planimetrie non è possibile rappresentare con esattezza quantità inferiore a 20 cm per misurazione, e quindi anche successivamente non sono possibili con esattezza rilevare le misurazioni dei lati che definiscono i vani e quindi permettere il calcolo esatto delle superfici, ad esempio ci chiediamo come si rappresenta o come si rilevano 8 cm. Inoltre l’Agenzia del Territorio nel trasferire le planimetrie in formato informatico ha eseguito l’operazione di scannerizzazione, operazione che non è esente da ulteriore errore. Da queste planimetrie la struttura preposta ha determinato, con un sistema computerizzato non vettoriale, quindi  affetto da altro errore, le superfici delle unità immobiliari.
Le superfici così determinate, raffrontate con quelle dichiarate hanno definito il “marchio” di “evasione connessa ad infedele presentazione della dichiarazione”.

Allo stato dei fatti oggi i Randazzesi hanno solo tre possibilità: nominare un tecnico to verify the actual surfaces and produce the plan listed on the premises, to appeal to the Provincial Tax Commission, or having to pay as determined by the notices of assessment. Any additional revenue, even for past years, a result of the investigation of like the one being held in Randwick, can not be used for other budget chapters, but should be returned to citizens, perhaps by reducing the rates of tax waste.
